взаимоотношения между МОК и городом-организатором
МОК поручает городу-организатору, совместно с НОК страны-организатора, организацию Игр в соответствии с официальными руководящими принципами МОК. Город-организатор, совместно с НОК страны-организатора, имеет особые обязанности по принятию решений и оперативные обязанности. Однако МОК как хозяин мероприятия уполномочен предпринимать шаги, направленные на сохранение качества, ценностей и успешности Игр и на удовлетворение общих ожиданий организаций, входящих в Олимпийское движение.

relationship between IOC and host city
Host City, in conjunction with the Host NOC, is entrusted by the IOC with the organization of the Games in accordance with the IOC official guidelines, and has specific decision-making and operational responsibilities. However, the IOC will exercise its authority as the event owner to ensure the quality, values and success of the Games are sustained, and the general expectations of Olympic Movement entities are fulfilled.
